I'm not sure I've ever seen you this vociferous about credit fraud. I suppose things change when it affects or threatens your family. Your parents could probably go through a credit bureau, maybe get their rating frozen for the duration of a fraud alert?
Contact the FTC?* Talk to your lawyer or an accountant for other suggestions. I'm neither, and I do business on the other side of the country anyway. This is similar to advice you'll see on reddit, ex "don't look for solutions from random internet people, lawyer up."

Get a security system in place with cameras pointed at entryways, the porch, driveway, mailbox and hook it up to a NAS. Keep the evidence and report theft and mailbox tampering promptly. *shrug*
If it's part of an ongoing investigation, your local cops might be more interested? Ask for more funding and more cops, I guess. But wait, people (quite understandably) don't really want more violent American cops lurking around town. My, this is a bit of a problem, isn't it.
