I don't view it as cheating, because one of the game's goals is to unite the region's bickering nations into one power and one vast feudal military. As such, being under one kind, military reform is an option that just doesn't show up without editing game files. Even without being king, your character can stack up massive intelligence, charisma and training abilities, so should be perfectly capable of training various recruits from all around the land however he wants.
