I guess the F-22 is more advanced, considering development for the Eurofighter began that long ago ( wasn't it in the 80's ? ).
The F-22 took it's first flight a few weeks before the Gulf War. It was planned for a few years after the F-15 came out. Development began in 1981.

well, there you go. So I'd say development for both aircrafts began at about the same time, give or take a year or so.
Obviously, both aircraft were designed with different design philosophies and with regard to different tactical requirements / roles, so I'd still say a comparison doesn't make much sense. With the stealth technology and supercruise the F-22 looks to be more advanced from a technological POV, but I guess both aircraft will perform well according to their tactical requirements.
The comparison to the Nascar and F1 cars is quite good in that regard. Both are great cars, simply built for different racing environments.
