Loads (though with acting like fools you are bringing a new a rather subjective element in, so I'll ignore that). But then I know loads of people working in creative industries like advertising, publishing, TV and film making as well as in the music industry. Obviously in many industries that sort of atire is inappropriate, but not in lots of others. Loads of the more junior guys at Apple Europe are "saggers".
By your logic everyone should be forced to wear suits because on average those who wear suits earn more (and are in turn less likely to be "undesireables").

Yes the saggers in the entertainment industry. Here is the thing, I am speaking of the sheeple that follow the entertainment industrys' bullshit trends. ya know the very few that are not music producers or hip hop artists.
I'd hardly consider advertising or software development as entertainment industries, but I get where you're coming from. The fact is these industries generate shedloads of income for a nations economy, so the whole economic stance on this issue goes nowhere.
The only argument against it is really, that you don't like it. That's not really enough....

In Germany, that may well be more prevalent. In Britain and France you'll see loads of "sagging", you get the odd few punks as well. I have no problem with any of it. It's their right to wear what they want. Just as it's my right to point and laugh if it is really ridiculous.
Obviously in certain situations it is inappropriate to dress like that. If someone showed up to a funeral like that, I doubt they'd get a very warm reception (except in some particular circumstances) and rightly so, because it's just a matter of being disrespectful - but as casual wear for in their own time in public, what's the issue.
