I guess if you call installing a HD (which is cool) modding, I don't consider it modding though since its a feature...
I would say when thinking about price make sure to consider all the extras too, Wireless access, wireless controllers, HD size, and online play...
Never done the comparative shopping but I think when you spec out an xbox with all those things your pretty close to PS3 price... and then Blue Ray and reliability pushes it over the edge.

HOWEVER:
If you just want a console to play games on, and don't care about online/media capabilities and all that shit. The X360 Arcade is awesome for that. It's just the console that plays the games and none of the other BS. No frills gaming. Does what it says on the tin etc..
So, conclusion. The PS3 is a wise investment that can be a fucking handy piece of equiptment. The X360, get the Arcade version for dirt cheap if all you want to do is play the latest games that are coming out on the consoles and none of the other shit.

The specs of the Arcade are exactly the same as the one in the Elite, except for the fact that it doesn't have a hard drive, doesn't come with wireless controllers and doesn't have any of that other fancy stuff either. Otherwise the internals are the same.

Being a video game developer (I develop for both, Playstation 3 and XBOX 360) people ask me almost daily which platform I think is better. These are my personal feelings, in no way does this reflect my employer.
Short answer: XBOX 360.
Long answer: Price, performance, visual quality, game selection and online support. I think the XBOX 360 wins in every category.
Price: This is obvious; the XBOX 360 core is only $299. The PS3 is around $499 for the 20GB version. It comes with a hard drive, but you don’t need a hard drive to enjoy a lot of great games on the 360 so I think it’s fair to compare both core systems.
Performance: On paper, the PS3 is more powerful. In reality, it’s quite inferior to the 360. Without getting into too many details, the three general-purpose CPU’s the xbox360 has are currently FAR easier to take advantage of than the SPU’s on the PS3. I suspect a few years down the road some high budget, first party PS3 exclusive titles will come out that really take advantage of the SPU’s and do things the XBOX 360 can’t, but I don’t think the console is worth buying based on this speculation (for some it will be though, we'll have to wait and see how these games turn out).

And the Arcade/Pro/Elite all have the same internals. Jester chipset is the most recent (with almost no RRoD's).

Right now the exclusives for PS3 aren't enough to convince me to buy one, but the Blu Ray player is leaning me towards getting it as a Christmas gift for my dad.

I am fairly sure Xbox360 has about 260 Million users.
PSN has around 10 Million.
