Alaska, not near the coast but inland more, closer to the Yukon, It would be perfect no one would try to escape because there is nowhere to escape to. Also the black flies in the summer time would make the place a living hell, and no sun in winter time would make the place a great mind fuck for the inmates.
Maryland gets the crazy people but I think we put them on island penitentaries.

In terms of places that deserve it the most, California (tree-hugging pricks); however, in terms of States that know how to run their prisons I vote for Texas, or Missippi - those guys know what the hell they are doing when it comes to prisons.
Drop them to the south in MEXICO. We've got enough influx from the south. Now, it's time to swing the door the other way.
