It was more of a joking, sarcastic reference to the no-mercy approach taken in Guantanamo Bay, since you ask.  Obviously there is no direct correlation, it was merely a sarcastic comment.  Supporting the mods is not listed in the rules, but respecting them is.  You can respect someone's right to make a decision, but that doesn't mean you have to support them in it.
