Paper... Because it can be Recycled just like Plastic.. but if it goes to the Land Fill.. its Bio-degradable..
Paper comes from trees.. and trees can always grow back. Plastic on the other hand is Toxic when burned.. and pollutes the environment more if its not Recycled and taken care of..

Most people dont recycle plastic anyway so it just ends up on the side ofthe road. Im sure the pollution created to make the plastic is worse than someone cutting down a tree. Plus, if it's a good logging company, they will plant more trees than they take. Simple legislation could solve the deforestation issue of logging.
