I have seen plenty of posts talking about IndianScout. And out of all of these, I haven't found out why he is talked about so much? I am sure I look like a real noob right now but I just don't know.....

IndianScout is just the most vocal and well known BF2 ranked server admin. Anyone can become one (pretty much) if they want. There are lots of them, he's just the most well known because he talks a lot...
