anyway: dice, indeed, craigslist (honestly). You're best bet is to find somebody down there who could be your boss, or is in a position to be your boss and just ask for an informational interview. They don't have to be hiring, just buy them coffee and ask what they will look for in an applicant when they do. It takes 10-15 minutes. Do this with as many people as you can. Eventually one will tell you they know somebody who is hiring or one of them will open a position and I can almost guarantee you'll be first ballot.

since he isn't a citizen and doesn't already have a work visa, it might be hard for him to just start searching for jobs in the area. Most companies recruit for workers on visas, so it might make sense to look at a recruiting company. I have a friend who works as a headhunter (mainly placing execs/C-suite in financial services) who I can get you in contact with if you'd like, Dauntless.
