Employers started offering discounted healthcare insurance in order to avoid having to pay higher wages. Workers thought they were getting a good deal because poorer workers weren't offered such things. Many guard their insurance jealously. Which is why Obamacare's changes to insurance pissed off so many.

You will often hear people in the U.S. talk about government jobs paying so little but getting great benefit packages. As if low pay for vital government workers is justifiable because they get a big discount on a good insurance plan and a pension. A lot of Americans think you need to earn healthcare and pensions through hard work and abuse.

Somebody who got hired three weeks after me got promoted even though we've both been in the same department for 2.5 years and I asked what it took, and she said she just asked them for it, and acted like I was a retard for not knowing that.  Then all the rest of my coworkers in the room kind of agreed.  Fuck that whole moment

If you think you've earned it and have reasons to support you, you can always chat about it with your direct manager. It'll at least put the idea into their head that you want to move up, even if you don't get it right away. If they don't think you're ready, hopefully then you can at least identify areas in which you need growth.

Yeah, I sent my manager an e-mail earlier today asking what I would have to do.  It doesn't sound like it requires anything at all other than asking according to both of my coworkers who are at that rank as a Laboratory Specimen Processor II.  Not the most prestigious title if you know what it involves but I'll take what I can get.  Hopefully there's not some limit to how many can be promoted per quarter/year.  It looks like that promotion is based mostly on seniority and I've been at that job the longest of any of the specimen processors on night shift.  Honestly I felt pretty snubbed when I saw my other coworker got it first and they didn't even mention the option to me, it was only because she went and asked for it, which I wouldn't have thought to do at all.

Also, they probably don't encourage ppl to ask for promotions directly because money money money. I got fed up with our team leader who sucks up on other teams and is a real yes man with a skirt. She can't get shit done and has way too many ppl to manage. So I went all the way to the top and asked where this company is going to go and said I'd be interested in taking the Service Desk under my supervision. He was interested in the idea, since there's another city joining this circus of ours in a couple months and then we'll have about 25 more ppl over here. Plus this company keeps expanding in the future. Fingers crossed.

Manager hasn't mentioned the promotion nor replied to my e-mail.  I guess maybe I'll bring it up when she does evaluations in a couple months or something but given that I didn't get a reply within the day, I'm guessing she's going to either keep dodging it or just straight up not give it to me.  It's not bad enough that I've worked here 2.5 years and still make the least of anybody there even in the same department compared to brand new people because they totally fucked me on my base pay when I started, I can't even get a promotion to make it that much better or to at least get some recognition that I've been around for longer than people who haven't even completed their 90 days.  This job fucking sucks sometimes.

This is likely not what you want to hear, but there could be 2 reason's you got passed over for a promotion (apart from not having thought to ask for one): 1.) they actually need someone competent at the bottom of the totem-pole to deal with shit on-the-ground without worry of other duties interfering. That is, you might actually be too good at your job to let them get on without you if you move up. 2.) You actually suck at your job/have a bad work attitude and they are doing damage mitigation by keeping you at the bottom. Sometimes they'll 'promote' you to an office where you can do less damage, but that's not the case here.

So my advice is this:
1.) do what every else says and ask for the promotion
2.) ask at your performance review if there is anything you should do to prepare yourself to be promoted (training, job shadowing, whatever)
3.) if all else fails, try being slightly worse at your job for a couple of months. Worst case you leave a place that you had no future at anyways

Disclaimer: I've only seen this happen to other people at the office. I do not have first hand experience.

The promotion is literally exactly the same job, it's just a seniority title and pay-raise, it's not even really a position.  It doesn't make sense that they can't do it unless like you said, I either suck more than I thought, and I rarely ever hear grief from my supervisor so I don't think that's it.  Or the budget doesn't allow for more than a certain amount of such promotions in a year, or my manager is just extremely lazy to the point of not wanting to go through the promotion process without being nagged a million times which I would guess is the most likely.

And I don't mean to bitch so much, but I feel as though I really should've had this, it feels like I've been majorly screwed and it's the first time it's happened whilst at the first real job I've ever had if that gives some perspective
