For some reason my new pc's cpu core clock multiplier won't budget at all, even running prime95 and games the cpu speed is stuck at 800mhz... even after turning off all the turbo and power saving bullshit its still stuck.

i5 4670
gigabyte z87x OC
windows 7
gtx 770

etc etc

this shit is pretty annoying...

nope its unlocked to about 38x multiplier. CPU just don't seem to budge when there's more loading.
