If it works fine is safe mode, chances are windows is fucked somehow.

Have you done memtest86 for the RAM? I had similar issues once, a stick had gone bad.

Ok now my PC just reboots and reboots without even going into POST. Went into POST once, booted to windows, and hung the shit there.

two things you want to check first while troubleshooting your PC is RAM and PSU, because if either is faulty you can't even start testing for anything else.
start with memtest86 as DonFck suggested, run it for several hours at least.
