Probably has to do with his overall record here, but you can probably get a better answer out of Ultrafunkula, the one who banned him.
The guy can't be civil, acts like a general jackass and make people uneasy and not want to post. He's had a ton of chances, just like androo and if he doesn't want to change his posting style he can find another forum to post on.
I'm no mod but I feel as though many users here post similar to him. At least they fill their posts with personal attacks that have no place in this forum but if a big enough group of people here like them they can keep doing it without much repercussion. Think of it like this, if WarMan started adding personal attacks to his posts he'd be out of here in 30 seconds but if [insert popular user] started doing it they would never get banned. It seems as though it has nothing to do with their posts but rather if they're popular.

Again I have no idea because I'm not a mod but they probably see a ton more reports on him because people just dislike him for whatever reason. If some other popular member posts a personal attack most people will let it go 'just this once' or something because they have a better view of that person in their head. I dunno I never took Psych in college.
