I think Bethesda learned their lesson with Fallout 3 when the vanilla game ended your game and you had to create a save game before the final quest if you wanted to continue exploring, unless you bought their $10 DLC. Didn't Oblivion have massive DLC packs too? I would think they would like to have the same for Skyrim and not have to do some "buy $10 DLC to extend game" bullshit again.
Then again it had Knights of the Nine and Shivering Isles too.
