It's not a timed deal, the Valve complete pack is always that price and always contains all their games.
Next time one of their games comes out the package will include it as well, for the same price its always been. But once you buy it you have to buy any new ones etc.
So.
To get the best value for money possible, you have to wait until Valve have made every game they're ever going to make and then buy the pack. But that's not really realistic.
