Sure, you could say I'd get raped by a guy with an AWP if I was using an AK in a scrim, but it'd probably be because he's a better player than me.
Give him the AK, and me the AWP, and he'd still kill me.

Going from TF2 pub -> scrim is not the same as going from CS pub -> scrim, just as going from BF2 pub -> scrim wouldn't be the same either. The difference is those other games were designed to be pubbed - CS is made for 5v5 competition.
