It's the background, not a wallpaper.. well it might be but it's my TF2 background now
I had it for about a week, then it went back to red. Now it's back to blue, so ¯\(°_o)/¯ I dunno what makes it change, lol
Valve added it in update some time ago. It randomly changes between the RED and this one.
Yeah it was added with the classless update.
