I just think they're sinking a perfectly good competitive-platform for gimmick-laden novelty shite. Their development team just have the complete wrong direction, in my own opinion. Every 15,430 seconds (4 hours, 17 minutes, and 10 seconds) you have a 1.1905% chance to receive a hat. These are the exact values used and is not something that was determined by using data collected from idlers.
I verified this by checking against people who received two hats real close together and the difference in time was divisible by 15,430.

That gives the probability of getting exactly 2 hats, not 2 or more. For 2 or more the best way would probably be 1 - probability_of_no_hats - probability_of_1_hat, which is:
1 - (83/84)^rolls - rolls*(1/84)*(83/84)^(rolls-1)
