that's a real picture? they look like miniature models. something's off

its becasue of the blur.
Since the blur is on top it is like you are right up close to the guys, the kind of effect you would get if you bended lower to look at a model for a close look. The far part will get blurred.

Are you just talking about the top? The window itself is rather evident. Could just clone stamp the top or Gaussian blur and mask away.

Subtle filter usage is fine, it often adds a lot to an image, but the shit 13 year old girls do on facebook with their MBPs is obnoxious and hideous. The worst part is that they get mad props for it.

Anyways, I've never liked using filters, they never give me what I want.

No argument here with the overusage. But nearly every jaw dropping photo has had some sort of filter applied to it at some point. Yes subtle is good. Tis why I didn't think you realized how ofen filters are used. When done right it's not obvious.

.. and illustrator is the best for that effect. It can be mimicked in ps with the help of filters but it would take longer. .. much longer.
