Yes, it would.

The CoH cover system required precision control, which you can never get with a controller.

That and the AI can't have been easy to figure out.

Short of getting the Essence Engine from Relic, I think other dev's would have to devote an extra month or two to a game to fine tune it for their own purposes. Honestly though, how many games would make appropriate use of it.

I mean it's not like it would work for things like C&C/Starcraft/SupCom.
