This means back and forth fighting that starts in the first 2 minutes and lasts the entire game, while building econ, managing their base and teching up. If both players are good a game can last hours. If someone sucks they will lose in the first 10 minutes. If you can't handle the fighting and econ at the same time try turn based strategy.

Not necessarily true, that is more the case for the "modern" and the latest RTS games (especially from EA for C&C). Cossacks was nothing like it, in fact, the ingame options gave limits for peacetime, i.e. no attacking for the first 30mins, 1 hour, etc (if you did, the offending units got auto-killed).
I played it online a bit, and few games had "no peacetime". You could even argue that TA was similar in that manner, although I never got to play that online.

Whilst I appreciate that rushing is a part of all RTS's, it can get annoying and can seriously imbalance the game if you go down the wrong route. Get it right, and you can pretty much kill an opponent in the first 5 mins. Whilst fun ...to me, that doesnt really qualify as a game.
