This was taken in the city of Prijedor, which is in Bosnia and Herzegovina, on August 2, 2008 which was the day this mosque opened in this city.

Lightning - that was real, the eyes however were clearly fake.
If that was indeed visible, the cameraman would have stuck to it.
Not only that, probably would've zoomed in also.
There's no sound of the lightning\thunder. Not even any background noises, which is very weird for an outdoor setting.
The audio of the prayers (i think that's what it was) has been added imo. Once you know part of a vid has been altered, it's easy to assume the rest has also.
