Yea thats what i'm finding. You can always tell if the game is unbalanced if one side has an advantage of some kind over the other with the other side having a counter.

PLA in generals is very powerful especially in Zero Hour.

But PLA still had an advantage over the other too. Skill will always come into play in any game but if they are the same skill level it can push it to one side or the other.

To be honest you can counter if as long as you scout well. If you see them coming, quickly fast tech to orcas as GDI or spam beam cannons as Nod. That's not to say they aren't overpowered, they are but they aren't invincible.
