[GTA IV] police computers questions

after playing gta 4 for a while now i fail to see 2 options with the police computer when you stop the car and access it.
what is the point in searching for criminals via a photo when the only time i have used it are for missions only a few times. apart from that i cant use it.
the other question is what is the point in calling for back up? a police car comes with 1 police officer. i fail to see the point with this option as they pull up and get out and only then if they see some one doing anything wrong or committing any crimes only then will they act against that person. i mean if you need help with a chase or something they will do nothing.

if any one has any suggestions or any uses for the police back up please say. i find using gang members much for efficient plus they can take out about 5-6 policemen on their own in a gun fight.

You could argue what's the point in the TV channels - As i see it, there isn't one, but i'm glad it's in there.

You can take photos of random passer by'ers like that preacher on the second island, then you can arrest him for rioting
