does anyone have a ATI fan upgrade from "Atric Cooling". i would want to get my ATI card fan to be quieter but im not sure how much more quiet fans from artic cooling are.

I am not willing to get liquid cooling so dont suggest that

Welp, keyword is quiet... so I'll post my input here.

Depending on how powerful the video card is, you can get a passive-cooled heatsink that is completely quiet.  On the other hand, you may need something with a bit more kick.  My R9800Pro has a Zalman VF700-Cu cooler.  I personally like this cooler a lot.  But there is catch to that.  The heatsink seems to occupy a little too much space and you may end up not being able to use Crossfire on your system.  If you intend to keep a single-card solution in the long run, this is a good quiet VGA cooler to get.  As Teck mentioned, there are others to choose from.  But Zalman is definitely a good contender for quiet coolers.

What video card do you have? I put a Arctic Cooling fan on my x850xtpe, and it is absolutely silent, and I run it at 100% at all times. It idles at around 30C, and at full load it's at 45C.

It dropped my temps, 15C at load, and it's silent at 100%. The Zalman fans are also excellent, the only problem I have with them is they do not exhaust the hot air outside of the case, but they still cool just as good as the Arctic Cooling fans do.
