First off, I suck at Photoshop.  It's that simple...i aM a nEwB at it.  Anyway,  I have two images on two different canvases and both are different sizes.  However, when i move the small one onto the larger one, the small one becomes big and when i try to resize it while its on the big one, both of them get resized.  Any help?   Thanks.

Hold shift+click and drag one of the boxes at the corner of the image that is too large. This will maintain the same aspect ratio but make it smaller to fit the canvas size you want.

Hope this helps.

Or press ALT+A and copy the smaller image to bigger canvas.

When you put one image from one canvas over top another image on a separate canvas, this should create two layers on the canvas:
The first layer being the image you dragged and dropped onto the canvas
The second layer being the original image on that canvas to begin with.

You can resize each separately.
