Not sure of the how's and why's. Some people have been released from captivity for no reason. I think they are realizing that cutting someone's head off, especially a woman, will wear really thin on our wanting to even try to reason with scumbags who kidnap people and kill them. Sort of a last straw type of thing. They want to release her, but want to get as many concessions as possible first.
