Depends on what you are looking to do.
I'm reading the book '1812: Napoleon's Fatal March on Moscow' so I'm feeling Eastern European inclined. I'd be thinking more about the history/culture element rather than the 'drinking the shit out of it' type holiday.

Budapest or Vienna. My great grandparents met in Vienna. From what I hear they are both historically rich and beautiful cities. Moscow on the other hand is kind of a crap hole.

I would do Moscow for a few days, then take a ferry or train to St. Petersburg.
