M16 is nowhere near as lame as the M4
and the voss DOES have pretty big recoil.
When did you start playing BF2142 ?? i think they added recoil to the Voss somewhere in the 20's (1.20 patches) in vanilla it barely moved :-[
go look at the assault rifles section, and look at the M4 damage compared to the other rifles.
