its actually an exclamation mark (!) and it means they are typing and when it is blue, i believe they are choosing a command from the commands box.
It is a light bulb, has been since COD1, and no it doesn't appear in blue (i have never seen it with my 3 days gametime on COD4)...Ashlite wrote:

It appears when they are in a menu or simply typing in say/teamsay/console
Basically it is there to show people that they are not AFK

As I think we have reached the conclusion, it means they're navigating a menu of some sort, but I don't think an airstrike would fall in that category because the guy acts the same way as if he had c4. (pulls out the little detonator thingy)
