I think you are too closely concentrating on one term here. annoy is clearly just one among many different words used. The important question at hand will be how the courts rule on each specific case. I don't think they are going to enforce it ( with regard to "annoy" ).

By the way, strangely enough, CNet did not mention any of the other words ( like abuse, threaten, harass ) but concentrated solely on the "annoy" part, which is kinda unprofessional, I guess. They wanted some attention. they got it.

It will depend on every individual american who feels "annoyed" to argue his case before a court. Let's see how it plays out before we make early judgements, I say.
