I'm sort of working toward it.  I went back to playing 1.03 though so I'll be taking some time out from getting it.  I have the 100brs, I just need 50h as EU.

I just got 112 on Operation Smoke Screen! I had the hours and wins, so I got the hard part out of the way and I have my award. I searched for servers with Operation SS, and found one with few players. There was not a whole lot of killing, so it was mainly flag capping and blowing up commander assets. I got quite a few kills. God bless. The second rarest award that is possible to get.

The 100BRS is easy. It's the time which is hard as hardly people play EF anymore.

Only two persons got the European Union Service Ribbon.
It is even more rare than Airborne Specialist Ribbon, which three persons have got.
Also consider that there are no airplanes in Special Forces.

At least according to the BF2S Awards.
