Wrong. Neither Raz nor Joker were in an altered state of mind (scarily enough) or on any form of drug. Bane just has Venom, but whether or not that also alters his state of mind is up in the air. Depends on if Venom makes him strong and drives him insane or not, but given that he seemed quite cognitive in that video, I doubt it and that makes all three villains that much scarier.
