As for sluggish combat, were you using two-handed weapons?
The menus are just an abomination and are taken straight from the console version and not optimized for a mouse. You should be able to click and drag things in your inventory/skills, not have a massive list of crap you need to scroll through to get anything done. Combat needs a proper quick skill bar not the flawed favourites list. Nor should I need to go through several levels of menus and then scroll through a hundred items to find the appropriate pot or spell I want to use/select.
As for actual combat unresponsiveness, sometimes my character will take a step forward when swinging, sometimes not. Sometimes after a swing they'll stumble a few steps forward usually past whoever I'm attacking so I then have to turn or walk backwards, other times they stay where they were, doesn't matter if it's normal or power attack, if I hit or miss, its just lethargic and random. Other complaints are when chasing an enemy and trying to hit them I will stop when making a swing easily allowing the enemy to move out of melee range, Its as if I need to be in front of them when starting the attack, so by the time it's finished they'll have run into where its hitting. Also when I do a power attack I would like to be able to start the back swing and hold it until I want it released.
Then there's the difficulty curve step, can't call it a curve as there is no progression. The random mobs and enemies are just way to easy, I can 1 hit most, 2 hit the others and they do practically no dmg to me in return it's just faceroll everything. Then you arrive at the 'boss' and things take a massive leap, they no longer die in 1-2 hits but it now takes 10 or more, they also no longer do trivial dmg but can 2 or 3 hit KO you, the strength of bosses is so far out of comparison to their mobs it's ridiculous. Combined with the aboves movement problems boss fights become a game of chance, will or will I not stumble forward and get instant killed on this swing or will I stay where I am and be able to retreat to avoid getting killed, and I have to take that gamble multiple times, making every boss fight a plethora of reloads till the dice rolls in my favour.
Now I'm not saying this is a bad game, the world, the quests the environment the dialogue etc are all as I had expected and they massively improved the leveling system over Oblivion which is nice, though imo they took it a bit far in oversimplifying your character. It's not my preferred type of RPG (but they stopped making them in 2003) but it's still enjoyable except for some very obvious control issues for which bethesda is either actively trolling PC gamers or just outright giving them the middle finger to fuck off.

I think you can appreciate Bethesda style RPG games more if you grew up enjoying turn-based RPG. Like the Original Fallout and Balder's Gate. Story over hack/slash.
