After a bit of Google work I came across a solution on how to use the arrow keys (not the numpad but the arrow keys adjacent to the numpad) in BF3 - you just have to turn off numlock before binding them. See http://gamdo.co.uk/tag/how-to-bind-arrow-keys/.
