So I figured out what was wrong. I didn't know that servers could block custom skins. The two internet servers that I used to test apparently block them, so I thought I had just fucked up. As soon as I created a local server, they worked fine.

Are you sure the server you were on hadn't disabled custom skins?
See if they work in a local server.
I prefer the standard TF2 ones. I had loads of custom skins and models for CSS, because the standard ones all sucked. But in TF2 I really like everything you start with and i've not seen anything better on fpsbanana (I check fairly regularly) so i've stuck with the defaults. I mean, look at Kerry's.
