Since steam is based on Washington state law, I was wondering, how often do things go wrong on steam transactions?

I'm not sure but I'd think you'd die.
I've got a quite a lot off there and I've not had a problem, most cards have international buyer protection anyway so if it does go totally wrong and they charge you without you getting the software you just recall the funds and let your bank argue with them.
