hm.. its hard to say something about new rotation, I joined on Surge when there were 2 or 3 ppl so I went AFK, later I saw that game is running and one by one more people were joining. I didnt have time to play more than one round of Ghost Town, so I disconnected and later I saw that after Warlord there were left only few (when Devils Perch went on), though now its running again. I think that rotation is good, though you should more consider if make it 24/7 Ghost as it was before or run these maps (as you know, not all players are excited about night maps or they just dont wanna wait loading time after each two rounds).
IMO it is all about people, there were some bf2sers who helped to get server started. And when others see a server running, they join, not so important which map is it. Just idle more for example like I do in EU server
You can have the best maps on rotation, but it wont work, because nobody wants to join empty server and wait for others, so we have to do that and be the first.
