OH still comes on from time to time. Just auto-clearing the ban list would mean spammers (not just forum persona spammers, but actual ad-bots and the like) would also get unbanned. There are actually a decent amount of ad-bots and other vile internet creatures that have good reason to stay on the ban list.
The reality is it is incredibly easy to bypass the ban function by creating a new account. This is widely known (Burnzz, dumdroo and MacB are relevant evidence of this), so one could conclude that those people who were banned have no burning desire to come back to this place.
