no criminal convictions in 8 years-I would say, after serving a sentence, their rights are restored

lived in US for 18 years-NO! I have great respect for people who become citizens. Why deny them a constitutional right, just because they have not spent 18 years here? They already worked to become citizens.
Served in US military-I think that is a bad idea. That would be almost like reinstating the draft. They should serve only if they want, otherwise I would not want to depend on them during a war. Also, it would unfairly punish anyone who does not want to join the military...there are plenty of other ways to serve your country!
