It was expected... FEMA has had it's funding cut over and over, and lone behold when everyone needs FEMA the most FEMA can't respond :p

I had massive Flood damage in 95 when they showed up I was allready back up and Running.

I have to say, what do you think about what the "victims" did to the aid that was given to them? There are stories that I heard from local Houstonians (I guess that is what you call people from Houston and the people are Walter and Johnson, DJs at a local radio station) stated there were people from New Orleans that took advantage of the aid and did not use it properly. I heard of some people that spent their aid in strip clubs. Another family that was sent to Atlanta, destroyed a house that they were living in for free, I do not remember the exact total but it was something like a few thousand dollars done to a four bedroom house. Some of the ones in Houston were rude. They were given subs for free and they complained and said that they wanted McDonalds, and other fast food places.
Also, every acts as if this was the only time in history that this has happened. There is a city that states with a G in Texas near the Gulf. The town was destroyed by a hurricane in late 1800's early 1900's. The government did not help them rebuild the city, like we have done with these hurricanes. Also, it was up to five years after Hurricane Andrew hit Florida before some people got aid. Overall I think they did a good job. We only hear about it because the Minority in New Orleans. We did not hear about the towns in Miscopy that were hit harder then New Orleans. They did not get as much support.
Over all, I think the federal government handled the issue as best as they could. It was the state and local government, who by the way is in charge when natural disasters happen, who did not do their job, then blamed the federal government.

I heard the US army was ready and waiting to go in, but needed authority first and didn't get it for ages. Perhaps the army should be given greater powers to act during natural disasters?

I think the US should rebuild New Orleans. Somewhere else. Damn place is below sea level.
