Ok, I have an odd problem that I cannot figure out.

Windows XP Pro is doing a lot of weird things that seem to be related to the explorer.
1. I cannot move any of the desktop icons.
2. I cannot drag and drop any files, but copy and paste works.
3. I cannot mouse click in between different programs many times and often have to use TAB and Alt-Tab to get around windows.
4. Every couple of days, the computer starts a system idle task that takes up 99% of my CPU power and cannot be killed and it doesn't only run when the system is idle. I have to reboot to fix.

Things I have tried:
1. I have formatted and re-installed windows XP 8 times now.
2. I have eliminated all possibillities that it is virus related.
3. I have tried a different Windows XP install disk.
4. All Windows updates have been done.
5. I have run HD diagnostics on the hard drive.
6. I have smashed my head repeatedly on the desk
7. All graphics drivers are up to date

At this point, I'm pretty sure this is hardware related. Must be either motherboard or CPU. I've checked all the fans and I doubt it's heat related.

System.
CPU: P4 2.8 Prescott 800 MHz FSB Socket 478
Motherboard: MSI 865PE Neo2-PFS (Platinum Edition)
Memory: 1 GB Corsair Twin X PC4000 DDR (4 x 256MB)
Graphics Card: NVidia GeForce 6600GT AGP 128MB
PSU: Antec TruBlue 550
Sound Card: Sound Blaster Audigy 2

are you positive that it isn't a virus, because that what it sounds like.
just because you formatted dosn't mean your free of viruses, because you may be reinstalling the virus everytime you insert a cd or on a seperate harddrive or you may just be redownloading as soon as you get connected to the net.

Well, I disconnected the secondary hard drive and disconnected from the net. Then I formatted and installed Windows and still had the problem. I also installed Norton, updated it and did a full system scan and it found nothing.

Do the symptoms start ups as soon as you tunr ont he PC, or after a while?

Always.

A couple of times when I did a fresh format / install, it would work fine for a few minutes and then start happening. Once it happened, it was like that permanently.

FYI - I've also checked all the fans and I don't think heat is an issue.

I'm guessing then that this behavior is present on a clean install? (before you put anything else on the machine?)
because that would be really wierd. If it manifests itself at some point while putting everything else on your machine I would suggest that you look carefully at what you're adding to the OS.

No, it happens on a clean install. That is why I got a different copy of Windows and got the same results. That's why I am pretty convinced it HAS to be hardware related.

if your bios is the latest version, i would recommend reverting to an earlier version. If its not the latest version, try updating it. The reason i suggest this is an incompatible bios/chipset driver matchup can cause the file system to become corrupt, and that could cause the types of problems you are describing. You will probably need to format and reinstall again, or at the very least do a repair installation of windows. 

If you do end up reverting to an earlier version of the bios, make sure you install the latest chipset drivers before you update the bios again, or you may cause the problem all over again.

You might also check your ram, though i doubt that is the problem. Use a program called memtest86 http://www.memtest86.com/ to see if your ram is bad.
