No, the sniper rifle is conceptually broken.
It enables you to kill enemies from a safe location, and it does not give them the ability to evade your attack. The other player would need to move through the sniper's kill zone to be able to get close enough to win, and once close enough the player is within range of other players with close range weapons whom the sniper was hiding behind.
It also rewards passive playing, meaning that if you have snipers on your team then they will be inclined to hang back and get easy kills as opposed to advancing and completing objectives.
These are large problems in every team based game with snipers. BC2 provides a particularly egregious example of the latter problem, while TF2 provides a particularly egregious example of the former problem.
