I don't know about that, it doesn't make sense to give every single part of Tamriel such detail just in case you happen to be looking in that direction from an empty area. Especially since it includes the provinces all the way across Cyrodiil from Skyrim that have never actually been explored in an Elder Scrolls game. Like, there was an Oblivion mod that recreated Morrowind. Maybe they noticed that and thought they'd help out a bit.
Also, someone told me (without a source) that they're recreating Morrowing and Oblivion as an anniversary thing. And this was before people found all these landscapes.
