Ok why than im not getting First Sargent ranking?
You need to get the required badges BEFORE passing 20,000 points.
Regardless which rank you are though, you become a Sergeant Major at 50,000.

It's true, As-21, awards must be obtained before the points in order to get the other lateral rank.
