I just tried playing UT3 again, but as soon as it starts up, my CPU usage shoots up to around 95.
In-game the frame rate is complete crap. Around 10-15 FPS would be my guess.

Lowering graphics and installing the latest videocard drivers did not help at all, nor did using Spybot and Ad-Aware.

I used to be able to run it perfectly smooth, so I assume it's something like the drivers screwing it up. (Think Mass Effect)

Any ideas?

Specs:
3.0 GHz CPU
1 GB RAM
8800 GT
Windows XP SP3

Well, it wouldn't harm it. Plus, DDR2 is really cheap now a days. Looking at your specs that's what I'm thinking it is, the RAM. But the fact you used to run it smoothly confuses me. If you really think it's a driver issue, boot into safe mode, use Driver Cleaner Pro to remove your old drivers, reboot, download and install latest drivers. Bit of a pain in the arse, but the best way to do it.

Youre running a single core? That = bad. But if you say it used to run smooth... Hmm

Since it sounds like youre rocking a CPU from 2000, try turning the graphics settings to the highest (minus AA) and see if it improves. That should put the load on the GPU, which is more than capable of handling UT3. If that doesnt work, try adding AA

Still try the graphics thing. If that doesnt work, open the case up, get the dust out and try re-seating the GPU

EDIT: Does this happen ONLY on UT3?

That would make it slower... It doesn't loosen the weight on the CPU, computers don't work like that...

I might be confusing it with old games, but while doing extensive googling about GPU issues, quite a few people on forums were raising graphics to eliminate lag

Edit before posting: Oh durr yeah thats only with old games. *clutches nerd card*

Well I installed the latest IE update that my computer kept hassling me about, and now it seems to work fine..
