I guess you could say mine was the wrong way round but it worked. Fan at the bottom blowing across the HSF and out the top (I've got a giant 230mm fan there blowing out). I changed it to fan at the front of the case blowing across the HSF out the rear exhaust.
That plus new thermal paste brought my idle temps down 15-20c.
