maybe more ram if your mobo supports it and a 6600GT AGP, Antec are generally good PSU's so it should still handle the upgrade.

if you get a pci-e mobo that means upgrading alot more and spending.
of course PCI-E is the way to go yeh, but you said low budget upgrade?
if you upgrade to pci-e the only stuff from what you posted you'll be able to use is the HDD and the Ram.
get a decent AGP mobo that supports your CPU (with an option for adding a more powerful cpu at a later date)
more memory if you wish (but deffo a board with an option for more memory)
6600GT AGP (Im not sure your current CPU and PSU would be good enough for anything more)

What kind of budget are you looking at? Or is money no object?(If so I envy you )

2GB(1GB x2) of ram would cost $150US and up

or

A new video card like a 6600GT would be about $150+

If you decided to go the video card route I'd suggest getting a new PSU. 300w is a bit on the low side for newer cards. 450w or higher would do well. Figure in an extra $100-150US.

a 300w antec PSU should be fine for a 6600gt I would have thought?
(different story if it were a Q-Tec )

I'd shoot for a 6600GT or 6800GT.

Depending on what all else you have in your system(cd/dvd drives, fans, lights etc) a beefier PSU might be a good addition as well, since 300w is about the minimum for newer cards.

This link should give you a rough idea of your total power needs:

2 gigs of ram would be a big help...  2 1gig sticks will cost around 150 corsair or kingston... ocz
also an X800XL is around 200 bucks now...  i have one and i avg around 65-75 fps... with P4 3.0
and 2 gigs of ram...   if you get a pci-e motherboard it will probably need ddr2 ram.... and your ram is probably ddr...                 CB
